Woman's voice: "Hi. This is Julia. I'm calling about your credit card debt. The federal government has mandated consumer credit companies assist consumers. And this unique program will help you by eliminating your debt. There is a program that allows you to settle your credit card debt for as little as forty to sixty percent of what you owe. Our firm is administering this program for consumers, and you are eligible and qualified to take advantage of this program. Press one now to enter the process. Press one to take advantage of this program. Press two to be removed."

"Our firm" is never identified by the recording. Sounds like a scam to me.
