Woman's voice: "Dear preferred customer. It is to our understanding that you may have ten thousand dollars or more in unsecured debt. Such as credit card bills, medical bills, and personal loans. We can help you settle these debts and have you paying back only forty to fifty percent of what you owe. If you'd like to speak to a debt counselor, please press one now. If this information is inaccurate or you are not interested, please press two and we will promptly remove you from our calling list. Thank you."

"preferred customer" = sucker. "it is to our understanding that..." = you are on our sucker list.

Promising to help people weasel out of over half of their debts = scam.
